Gov. Jan Brewer and all but one Republican lawmaker received a failing grade from the Sierra Club's Arizona chapter this year for their actions on a variety of environmental issues.

The good news, according to the 2011 Environmental Report Card, is that the worst legislation failed to pass.

"Despite their best efforts, Arizona legislators did not do nearly as much damage as they intended," Sandy Bahr, director of the Sierra Club's Grand Canyon chapter, said in her report.

Bahr gave A grades to 22 Democrats and B's to seven Democrats. Rep. Nancy McLain, R-Bullhead City, earned a D while the rest of her GOP colleagues were given F's. The grades were based on their votes on the budget, which stripped more money from state parks, and bills to weaken air and water protection and remove the Mexican gray wolf from the Endangered Species List, among others.

Bahr had praise for lawmakers who worked with the GOP majority to kill several bills. But she criticized leaders for failing to provide proper public notice on bills, amendments and the budget.
